The Office of Petroleum Management (OPM) and the American Samoa Petroleum Cooperative (ASPC) are jointly responsible for the strategic management of American Samoa Government (ASG) Fuel Facilities & Infrastructure. Their oversight covers the entire lifecycle of these assets, from development to operation and maintenance. Their joint responsibilities include the ASG Fuel Dock, the Gataivai Fuel Tank Farm & Storage Depots, and the Pago Pago International Airport Fuel Tank Farm & Storage Depots. The main goal of this partnership is to ensure an uninterrupted supply of petroleum products for all ASG operations, including public services, emergency response, and economic activities, through strategic planning, proactive maintenance, and adherence to safety and environmental regulations. This collaboration is crucial for the territory's energy security and economic stability.

By Executive Order 006-2014, ODAPM is responsible for the sustained achievement of OPM’s mission including the optimal and cost-effective development, operations, and maintenance of the American Samoa Government (ASG) Fuel Facilities and Infrastructure of the ASG Fuel Dock, Gataivai and at the Pago Pago International Fuel Tank Farm and Storage depots.

Petroleum Cooperative (ASPC)
Created by Executive Order in 1992 to ensure that American Samoa has a reliable steady supply of petroleum at reasonable costs and that the petroleum facilities are properly constructed and maintained.
The Board of Directors is made up of the chairman (representative of the Terminal Operator), an appointee by the governor, a representative for major users appointed by the first two, and one additional member appointed for each of the suppliers.
Mr. Lologa Olo, the Chief Petroleum Officer and ODAPM Director, leads the OPM staff, which includes Petroleum Officer/Operations Manager Eleanor Sataua and additional support personnel.
Mr. John Goeke, Capital Projects Manager/Consultant, is responsible for overseeing capital improvements and maintenance of ASG petroleum facilities, working in conjunction with Pacific Energy Southwest Pacific (PESWP), ASG's Terminal Operator.

The Maximum Allowable Price (MAP) or Wholesale Price effective October 15, 2025, in US$/gallon
While American Samoa has one of the lowest fees, taxes, and rents in the US and PICT, it has the highest markup on Local Retail Price.
The average current markup at the gas stations is 60c/gallon on Mogas and $1.00/gallon on diesel. MAP + Mark-Up = Retail. ASG/OPM has no control over the retail price at the gas station.
Regional retail fuel price fluctuations in the PICTs can be attributed to the movement in the Means of Platts Singapore (MOPS), the international freight rate, and the exchange rate.
